Declaration object and field

High level talents at home and abroad who fit Zhuji's industrial orientation, lead industrial development and promote energy level improvement. Focus on the fields of digital economy, new materials, advanced manufacturing, life and health, environmental protection and new energy, and focus on talents in the fields of automotive equipment, aerospace and so on.

Declaration category and conditions

The application types are divided into four categories: long-term innovation projects, entrepreneurial talent projects, youth talent projects and direct recognition projects. The qualification conditions are as follows:

（1） Innovative long-term projects

1. Obtain a doctor's degree;

2. Hold the position equivalent to associate professor or above in overseas well-known universities and scientific research institutions, have high scientific research level and strong scientific and technological innovation ability, or hold senior positions in international well-known enterprises;

3. Did not return home (come to China) at the time of declaration, or worked in China for no more than 3 years and Zhejiang for no more than 1 year;

4. After the introduction, he must work full-time in Zhuji for more than 5 years.

（2） Entrepreneurial talent project

1. Overseas degree;

2. It has advanced technological achievements at home and abroad, meets the needs of Zhuji industrial development, has good market prospects and can implement industrialization;

3. Have overseas entrepreneurial experience or have held middle and senior management positions in well-known foreign enterprises, and have strong operation and management ability;

4. At the time of application, he has worked in China for no more than 6 years, has established an enterprise in Zhuji (including an "enclave" outside Zhuji) for more than 1 year and less than 5 years, and the product has core technology and is in the stage of pilot test or industrialization;

5. As the main founder of the enterprise and the largest shareholder or the largest natural person shareholder, an enterprise can only apply for one entrepreneurial talent.

（3） Youth talent project

1. Obtain a doctor's degree overseas, and the age is no more than 40 years old;

2. Be engaged in natural science and engineering technology, have formal positions in overseas well-known universities, scientific research institutions and R & D institutions of well-known enterprises, and work overseas continuously for more than 36 months after obtaining the doctor's degree;

3. Obtain scientific research achievements recognized by peer experts, and have the development potential to become an academic or technical leader in this field;

4. Did not return home (come to China) at the time of declaration, or worked in China for no more than 3 years and Zhejiang for no more than 1 year;

5. After the introduction, he must work full-time in Zhuji for more than 5 years.

（4） Directly recognized items

1. Identification of top talents. The applicant shall be an international top talent in the fields of natural science, engineering technology, philosophy and social sciences. After introduction, he must work full-time in Zhuji for more than 5 years, and meet one of the following conditions: winner of Nobel Prize, Turing prize, fields prize and other international famous awards; Academicians of academies of Sciences or academies of Engineering in developed countries such as the United States, Britain, Germany, Japan, Canada and Australia; International famous scholars working in world-class universities and scientific research institutions; Chief executive officer, chief technology officer or equivalent core management personnel of the headquarters of world-class scientific and technological enterprises.

2. Identification of leading talents. The talents declared to be selected into the talent plan of relevant national departments outside Zhejiang Province are not more than 58 years old (non Chinese foreign experts are not more than 68 years old), terminate the employment relationship with the original unit or do not renew the employment at the end of the employment period, work full-time in Zhuji for innovation, apply to the talent Office of the municipal Party Committee for direct recognition as class B talents of the "Zhuji talent plan". After recognition, he must work full-time in Zhuji for more than 5 years.

3. Contest selection and identification. For the projects that won the first, second and third prizes in the finals of Zhuji domestic and foreign high-level talent innovation and Entrepreneurship Competition (including 2021) and actually landed in Zhuji, the talent Office of the municipal Party Committee recognized class A, class B and class C projects of the "Zhuji talent plan" respectively.
