Objective of the Competition

The Competition aims to further implement the strategy of strengthening the provincial capital with talents, earnestly practice the work philosophy of "Spring City of the World Gathers Talents from All Over the World", vigorously attract high-level talents and teams from home and abroad to start businesses and innovate in Jinan, gather a number of high-tech projects with strong originality, uniqueness and leadership, better serve the city’s key work such as the "Project Deepening Year", support the transformation of old and new driving forces and high-quality development in the province, and provide solid talent support for accelerating the construction of a "strong, innovative, high-quality, prosperous, beautiful and high-level" modern socialist strong provincial capital in the new era.
 

I. Preliminary Competition Zones Setup

The Suzhou Competition Zone is hosted by Jiyang District, with a focus on collecting talent projects in 5 major industrial fields: big data and new-generation information technology, intelligent manufacturing and high-end equipment, biomedicine and big health, high-quality steel and advanced materials, and modern agriculture and new energy.
 

II. Schedule

• Registration and Collection Period: June - Early August
• Preliminary Review: Before Mid-August
• Preliminary Competition: Late August - Mid-September
• Final Competition: Late October (Jinan)

III. Entry Requirements

1. Participants shall be high-level talents with innovative achievements and innovation & entrepreneurship plans. Their technological achievements shall be at the leading level at home and abroad, and in line with the industrial development direction of Jinan and Jiyang.
2. The participating projects shall have innovation and commercial potential. The proposed achievements, products or technologies shall comply with national laws, regulations and industrial policies, and the participants shall have no intellectual property disputes.
3. In principle, participants shall have certain entrepreneurial experience, as well as strong spirit of innovation and entrepreneurship, and the ability to transform scientific and technological achievements, explore markets, manage operations and integrate resources.
4. Participants can only register for one participating project in one competition zone. Those who apply repeatedly will be disqualified. Overseas returnees who have returned to China shall, in principle, register and participate in the domestic competition zones.
5. The participating projects shall be talent projects outside Jinan. The participants of these projects shall not have paid social insurance in Jinan, and the projects shall not have been settled in Jinan before January 1, 2024. There shall be an intention to settle in Jinan within one year after the Competition.
6. Talents and projects that have won awards in the finals of previous China (Jinan) New Kinetic Energy Innovation and Entrepreneurship Competitions shall not participate in this Competition repeatedly.

IV. Award Setup and Policy Support

1. Award Setup

(1) Awards and Bonuses for Suzhou Competition Zone

• 5 Outstanding Awards: RMB 30,000 per awardee
• 10 Finalist Awards: RMB 10,000 per awardee
  A total of 15 projects will enter the Final Competition.

(2) Awards and Bonuses for the Final Competition

• 10 First Prizes: RMB 50,000 per awardee
• 15 Second Prizes: RMB 30,000 per awardee
• 25 Third Prizes: RMB 20,000 per awardee
  A total of 50 awards will be granted.
  Several Expert Nomination Awards will be set up based on the comprehensive results of project quality and expert demonstration, with a bonus of RMB 10,000 per awardee.

2. Support Policies for the Competition (Jinan Municipal Level)

1. For the final-winning projects that settle and transform in Jinan within one year, if they meet the basic application conditions of Jinan’s relevant policies for introducing industrial leading talents, they will be directly included in the management of municipal key talent projects after on-site inspection and comprehensive demonstration, and will be given financial support of RMB 1 million to RMB 3 million.
2. A project database for the settled projects of the Competition will be established. By comprehensively utilizing talent and technology support policies, industrial development support funds, land guarantee policies, etc., the tracking of projects in terms of registration, office space, enterprise planning, personnel recruitment, investment and financing guarantee will be strengthened, and all-round service guarantees for project settlement will be provided.

3. Supporting Policies of Jiyang District (Jinan City)

1. For top domestic and foreign innovation and entrepreneurship talents (teams) newly introduced or independently cultivated, who possess key core technologies or independent intellectual property rights in the key industries of the district, whose innovation level is at the world-class or domestic leading level, and who significantly enhance the influence of Jiyang’s scientific and technological innovation, support will be provided through "one case, one discussion" via project funding, entrepreneurship support, direct equity investment, etc., and assistance will be given to them in applying for the municipal comprehensive funding policy for top talents.
2. For the final-winning projects of the Municipal Innovation and Entrepreneurship Competition that settle in Jiyang and are selected into the municipal talent project, the district support funds will be matched with the municipal support funds at a maximum ratio of 1:1.

Introduction to Jiyang District of Jinan City

Jiyang, named after the Jishui River, thriving along the Yellow River, and prospering as part of Spring City (Jinan), is a millennium-old ancient city with a long history and a modern new district accelerating its rise. It was established as a county in 1129 and was restructured into a district in 2018. The district has jurisdiction over 2 towns and 5 sub-districts, covering an area of 777.7 square kilometers. In addition, 3 sub-districts (Cuizhai, Sungeng and Taiping) are under the management of the Starting Area.
 

Jiyang enjoys a superior and strategic geographical location, close to the Starting Area, the airport and the Comprehensive Bonded Area. In 2023, the district’s GDP reached RMB 26.85 billion, and its general public budget revenue exceeded RMB 3 billion. Its leading industries include food and beverages, equipment manufacturing, biomedicine, and electronic information.
 

Jibei Economic Development Zone is known as "China’s Most Investment-Worthy Development Zone" and is accelerating the construction of a national-level cross-strait industrial cooperation zone. The food and beverage enterprises in the district have developed in clusters and won the title of "Shandong Provincial Characteristic and Advantageous Food Industry Cluster". There are more than 400 equipment manufacturing enterprises, and Jiyang is renowned as "the Hometown of China’s Hydraulic Lifting Platforms" and "the Hometown of China’s Household Elevators".
 

Various types of talents are accelerating their gathering in Jiyang, which has 205 platforms and carriers of various types, building a stage for talents to give full play to their roles. With the accelerated implementation of Shandong’s "Strong Provincial Capital" strategy and Jinan’s "Northern Development" strategy, Jiyang has entered a new era of development along the Yellow River.
